What is the Malaysia Digital Arrival Card?

The Malaysia Digital Arrival Card, usually called the MDAC, is a digital pre-arrival declaration used by Malaysiaโ€™s immigration authorities. It is completed online before an eligible foreign traveller enters Malaysia.

An MDAC is not a visa, travel permission or entry approval. It is a separate arrival declaration. Whether you also need a visa depends on the passport, purpose of travel and other entry conditions.

Being visa-exempt does not automatically mean you are exempt from the MDAC. A traveller may be able to visit Malaysia without a visa and still need to submit the arrival card before travelling.

Who needs the Malaysia Digital Arrival Card?

Malaysia generally requires foreign citizens travelling to enter the country to complete an MDAC within the official time window before arrival. However, the requirement does not apply to every traveller.

  • Most foreign visitors: if you are entering Malaysia with a foreign passport and do not fall within an exemption, you will normally need to submit an MDAC before arrival.
  • Singapore citizens: citizens of Singapore are listed among the current MDAC-exempt categories.
  • Diplomatic or official passport holders: holders of diplomatic and official passports are listed as exempt.
  • Malaysian permanent residents and Malaysian long-term pass holders: these travellers are listed as exempt from the MDAC requirement.
  • Specified border and travel-document holders: exemptions also cover holders of a Brunei General Certificate of Identity, the Bruneiโ€“Malaysia Frequent Traveller Facility, a Thailand Border Pass, or an Indonesian Cross-Border Travel Document (PLB).

These exemptions are based on the travellerโ€™s nationality, passport or immigration document. Do not assume that a relative, travelling companion or another passport holder follows the same rule as you.

Visa exemption does not automatically mean MDAC exemption

The MDAC and a Malaysian visa answer different questions. A visa concerns whether your passport and travel purpose require permission to travel to Malaysia. The MDAC is an arrival declaration for travellers who are covered by that separate requirement.

For example, a visitor using a passport that can travel to Malaysia for an eligible short visit without applying for a visa may still need to submit an MDAC. When should you submit the MDAC?

The official MDAC registration system states that your trip must be within three days, including the date of submission. In practical terms, do not try to register weeks in advance.

For example, if you are due to arrive in Malaysia on a Friday, registration should normally become available from Wednesday. Check the arrival date carefully in the official system, especially if your flight crosses time zones or arrives after midnight.

Submitting the MDAC too early is a common mistake. Wait until your travel date falls within the official three-day window, but do not leave the declaration until the last minute if you can avoid it.

How to complete the Malaysia Digital Arrival Card online

The MDAC is a digital process. Malaysia currently provides the official MDAC web registration service, and the Immigration Department has also announced that MDAC information can be completed through the MyNIISe app.

  1. Start the registration: open the official MDAC registration channel when your arrival date is within the permitted submission window.
  2. Enter personal information: provide the traveller details requested by the current system.
  3. Add passport details: enter the passport number, nationality or citizenship, passport expiry date and other passport information requested.
  4. Provide contact details: enter the email address and mobile number requested for the registration.
  5. Complete travel information: provide the planned arrival date, departure date, mode of travel, transport number and last port of embarkation before Malaysia.
  6. Add accommodation details: select the accommodation type and enter the Malaysian address details requested by the system.
  7. Check every entry: compare names, passport data and travel information against your passport and itinerary before submitting.
  8. Submit and retain the result: complete the registration and keep the confirmation or registration details available for your journey.

What information do you need to complete the MDAC?

Prepare your information before opening the online registration. The current MDAC service asks for personal, passport, contact and trip details.

  • Personal details: name, date of birth, nationality or citizenship, place of birth and sex, as requested by the registration service.
  • Passport: passport number and passport expiry date. Enter these exactly as shown in the travel document you will use.
  • Contact information: an email address, telephone country or region code, and mobile number.
  • Arrival and departure plans: intended arrival and departure dates, mode of travel, transport number and the last port where you embarked before Malaysia.
  • Accommodation in Malaysia: accommodation category plus the Malaysian address, state, postcode and city requested by the system.

Have your flight or other transport itinerary and accommodation details ready. If your accommodation is with a host rather than a hotel, make sure you have the address information needed for the declaration.

Check the information before submission

Check the registration carefully before you submit it. A small typing error can create a mismatch between the MDAC and the documents or travel details you present during your journey.

  • Name: make sure spelling and name order match the passport used for travel.
  • Passport details: recheck the passport number, nationality and expiry date character by character.
  • Travel dates: ensure the intended arrival and departure dates reflect your current itinerary.
  • Transport details: check the flight, vessel or other transport number and the last port before Malaysia.
  • Accommodation: verify the selected accommodation type and Malaysian address details.

Practical MDAC examples

  • Visa-exempt visitor entering Malaysia: a traveller may not need a visa for an eligible short visit, but may still need an MDAC because visa exemption is separate from the arrival-card requirement.
  • Traveller arriving on Friday: the registration should normally be completed from Tuesday onward, because the official system limits registration to trips within three days, including the day of submission.
  • Traveller whose hotel changes: if accommodation details change before travel, review the current official MDAC options and update the information where the official tool allows it rather than relying on outdated details.
  • Airside transit passenger: a traveller remaining airside and not seeking Malaysian immigration clearance is not in the same position as a traveller who must enter Malaysia during a layover. Check the immigration arrangements for the actual itinerary.

What happens after you submit the MDAC?

The MDAC is a declaration, not an approval process. After submitting it, keep the confirmation or registration details accessible while travelling. They may be useful if an airline, transport provider or immigration officer asks for evidence that the declaration has been completed.

Keep your passport and supporting travel information available as well. Submitting an MDAC does not remove the need to meet Malaysiaโ€™s other entry conditions, and it does not guarantee admission at the border.

Can you change or correct an MDAC?

Malaysiaโ€™s Immigration Department states that the MyNIISe app supports registration and updating of MDAC information before travel. Use the official tool available to you to review or amend the information when your itinerary changes or you notice an error.

Official information does not provide a reliable public field-by-field list of every item that can be changed after submission. Do not assume that every detail is editable. Children, families and groups

Malaysiaโ€™s published MDAC exemptions do not include a general age-based exemption. A child who is not covered by an exemption should therefore be assessed under the same MDAC rules as other foreign travellers, based on the childโ€™s nationality, passport or status.

The online registration is built around individual traveller and passport information. Do not assume that one adultโ€™s MDAC automatically covers every member of a family. Check that each traveller who needs an MDAC has a complete record using the correct travel-document details.

Do you need an MDAC for transit or a layover?

The key question is whether you will enter Malaysia through immigration. An international passenger who remains airside and does not seek Malaysian immigration clearance is in a different situation from a passenger who must pass immigration during a connection.
